Transforming North America’s Busiest Transit Hub
Group PMX serves as part of the MTA Construction & Development (MTA C&D) Program Management Team that is pivotal in executing a series of dramatic improvements to New York City’s Pennsylvania Station, the busiest transit hub in North America.

Penn Station is owned by Amtrak, used by Long Island Rail Road (LIRR) and New Jersey Transit, and has connections to six New York City Transit subway lines. Pedestrian circulation in the LIRR concourses is congested, particularly at rush hours, and the concourses are insufficient to meet current and projected commuter demand.

Through the MTA C&D and LIRR, the MTA is collaborating with the property owner, Vornado, on a $729 million design-build initiative to improve the entire space significantly.

Phase 1 involved the construction of an iconic new glass and steel canopied entrance with escalators and stairs from 33rd Street near 7th Avenue directly into the 33rd Street Connecting Concourse. The renovated areas include improved safety and security, a new 33rd Street entrance, and associated reconfiguration in the concourse.

Phase 2 involves widening the 33rd Street Connecting Concourse and constructing other improvements in all the LIRR Train Hall concourses, including new lighting, refreshed floor, wall and ceiling finishes, new wayfinding signage, rehabilitated and expanded electrical and HVAC systems, and greatly expanded BOH facilities.

Working as One Collaborative Team
MTA C&D awarded expert project management services to WSP to advance this initiative. As part of WSP’s team, Group PMX provides construction management, project oversight, field inspection, and commercial management (project controls, financial/contract management, scheduling oversight) services.

“Penn Station’s transformation is a testament to the remarkable commitment and dedication of everyone involved. Despite pandemic challenges, we completed the first phase on time and within budget. Equally impressive, we seamlessly executed the project at one of the world’s busiest stations without disrupting train operations, thanks to collaborative efforts with multiple stakeholders, including Amtrak, the MTA, Long Island Rail Road, NYC Transit, and the New York City Departments of Transportation, Environmental Projection, and Buildings.”
