Airside and Landside Mega Project
Delta Air Lines completed a complex, phased mega project to build a state-of-the-art terminal at LaGuardia Airport. The intricate project involved gradually dismantling Terminals C and D, building four modern concourses, establishing a central headhouse, creating temporary and new roadways, and constructing a two-level VFH parking garage. Further components involved expanding the East Parking Garage, crafting a landside connector between the new head house and Central Terminal, introducing an electrical substation and central utility plant, as well as fabricating entirely new aprons and a hydrant fueling system.

The terminal hosts 37 gates across four concourses, interconnected by a centralized head house that incorporates security checkpoints, concessions, and baggage claim areas. Innovatively, dual taxi lanes grant simultaneous flight arrival and departure access, significantly improving airfield efficiency.

Expanding Amenities and Access for a Better Passenger Experience
Noteworthy enhancements include an enlarged Delta Sky Club, expanded concourses, more capacious gate hold rooms, and a 30% increase in concessions space. Other significant upgrades include direct parking garage-to-terminal access, enhanced roadways, drop-off/pick-up zones, and a curbside check-in bypass leading straight to security checkpoints.

Group PMX, in direct contract with Delta Air Lines, was entrusted with tasks encompassing construction management, project and program controls, project management, change order management and negotiations, cost estimation (both conceptual and detailed), document oversight, contract administration, and on-site supervision.

“One of the key takeaways from my time on the Delta Airlines New Terminal C Program is the importance of proactivity, especially considering the administrative complexity of the project. This involves meticulous planning, seamless coordination, and the timely execution of all program prerequisites to swiftly address issues. On a public infrastructure project, the ability to collaborate closely with the owner, design and construction teams, contractors, government agencies, and public stakeholders is vital for steering the project towards a successful outcome.”
