Investing in New York City’s Transit and Economic Growth
The Metropolitan Transportation Authority (MTA) has launched a wide-reaching State of Good Repair initiative backed by a historic $54.8 billion Capital Program.

Over five years, this initiative aims to invest substantially in New York’s subways, buses, railroads, bridges, and tunnels to establish a more accessible and highly dependable public transportation system.

Revitalizing the existing infrastructure and bringing it to a state of good repair will fuel economic growth in the New York region for the foreseeable future.

Fast-Tracking 51 Critical Infrastructure Projects
To support the infrastructure work of the Capital Program, the Program Management and Design (PM&D) Services contract has been established. The multi-million PM&D contract comprises 51 projects in four programmatic disciplines: bus facilities, line structure infrastructure, rail facilities, and wayside power.

The goal is to complete these projects within a compressed 16-month timeline using design-bid-build (DBB) and design-build (DB) approaches. Their successful completion will significantly enhance the accessibility and reliability of transit services across all five boroughs of New York City. Most of these projects are scheduled to be awarded in 2023 and 2024.

Group PMX: A Team Player Supporting Program Goals
The joint-venture consultant team led by VHP-Arcadis Joint Venture (JV) works with the Infrastructure Business Unit of MTA Construction and Development (C&D) at various locations to provide overall program management, preliminary design services for design-build procurements, and final design services for design-bid-build procurements.

Group PMX performs scheduling, estimating, and document controls services as an integral part of the team working to meet the program’s ambitious schedule and budget goals.

“Our project stands out for its pivotal role in upholding the vital commuter network that fuels New York City’s economic development. What’s fascinating about this effort is its boundless growth potential, intricately linked to demographic trends. As the population surges, so does the need for expanded infrastructure, enhanced transportation mobility, and dynamic development, making this project not only engaging but profoundly meaningful.”
