Modern Project Delivery for a New Modern Terminal Complex A historic $18 billion plan is underway to transform John F. Kennedy International Airport (JFK) into a modern 21st-century airport anchored by two new world-class international terminal complexes on the airport’s north and south sides.

This record investment will create a unified and interconnected airport system to increase JFK’s capacity and support New York’s continued economic growth.

On the airport’s south side, the Port Authority of New York and New Jersey entered into an agreement for the New Terminal One, a $9.5 billion, 2.4 million SF international terminal, with a consortium of financial partners, including Ferrovial, JLC Infrastructure Group, Ullico, and The Carlyle Group (NTO Consortium), to design, build, and operate the state-of-the-art terminal.

The New Terminal One will be built on sites now occupied by Terminal 1, Terminal 2, and the former Terminal 3. At 2.4 million SF, it will be the largest terminal at JFK when complete.

Redefining the Traveler Experience
Construction of the New Terminal One will occur in three phases and incorporate the latest advances in sustainability and security. After the completion of all three phases in 2030, the New Terminal One will have 23 gates and bright, airy check-in halls and arrival spaces designed to enhance the customer experience.

The New Terminal will also provide a uniquely New York sense of space, offering customers world-class, New York-inspired dining and retail amenities, lounges, an indoor green space, and family-friendly amenities.
